Some-but-not-all configurations of Windows 7 do not include a RESTART choice for users, under the Start button.
Use [Ctrl] [Alt] [End] to trigger an alternate set of choices (that works within Remote Desktop). In the corner of the screen, you will find a red power button, and that button has a Restart choice.
